NYC sanitation chief Doherty says the city has "not done very good" on percentage of streets plowed so far: "traffic is bottled up on many streets, we can't move out there."
He says plows should be able to move better once people go home and vehicles are off the road.
Mayor de Blasio says he's "working from the assumption" that schools will stay open even though this storm is worse than the last.
Mayor de Blasio: "At all costs, avoid driving your own car. Take mass transit if you need to get somewhere."
