The meter is running out on Mayor Bloomberg’s proposal to let livery cabs take street hails.

A dispute over Albany’s goal for the plan, including providing enough cabs equipped for the disabled, could slam the brakes on it.

A near-agreement fell apart over the issue in just the last few days, a source said.

The Legislature is to send Gov. Cuomo the bill today. He’ll have 10 business days to veto it or not.
