Port Authority cops have busted 21 taxi hustlers in a holiday crackdown on unlicensed livery drivers who try to gouge tourists, authorities said.

Seventeen were picked up at Kennedy Airport Wednesday and four at La Guardia. Three were also charged with resisting arrest.

Two were driving without a license.

The drivers try to charge outrageous fares to take tourists to hotels. The sweep follows a similar roundup last month.
