A Long Island man who breeds and shows Rottweilers was arrested Thursday and charged with leaving 21 dogs in the bitter cold.

Jose Borgos, 52, of Rocky Point in Suffolk County, was charged with 21 counts of violating state and county regulations prohibiting dogs from being kept outdoors in below-freezing conditions, officials said.

The temperature was 24 degrees at 10 a.m., when Officer Karen Grenia heard barking as she drove past Borgos’ home, where the 21 dogs were in the back yard, officials said. They were seized by animal-control officials.
