Brooklyn Borough President Marty Markowitz has agreed to pay a $2,000 fine to settle charges he violated the city’s ethics rules by using his chief-of-staff as a personal lawyer to buy a $1.45 million house in 2009.

The aide, Carlo Scissura, was fined $1,100.

In announcing the settlement yesterday, the Conflicts of Interest Board also disclosed that Markowitz didn’t get a bill for the November 2009 transaction until July 2010, when the Department of Investigation launched a probe.

“I paid this bill for $1,000 promptly after receipt,” Markowitz declared in the agreement.
