The No. 2 official at the Fire Department will soon be looking over the shoulder of rival NYPD brass as part of a temporary government shuffle announced yesterday by Mayor Bloomberg.

The first deputy commissioners at three dozen agencies began working yesterday at other agencies to bring a fresh perspective, pick up new ideas and examine opportunities for collaboration. Bloomberg modeled the program on a similar effort at his media company.
