Ex-con Hiram Monserrate is still paying for his crimes.

Court records and financial-disclosure forms filed with the city reveal that the City Council hopeful has barely made a dent in the $79,434 in restitution he owes the feds stemming from his 2012 conviction for fraud.

Monserrate, who had previously been convicted of misdemeanor assault after slashing an ex-girlfriend, has paid back $7,649 to the Manhattan US Attorney’s Office over the past five years.

That leaves him $71,785 short of full restitution, at the same time that he’s running for a position funded by taxpayers to the tune of $148,500 per year.

“I’m committed to paying the full amount of what I owe,” Monserrate, a former council member and state senator, told The Post. “I have never avoided this debt.”

Monserrate’s financial forms show he also still owes the IRS between $5,000 and $48,000.

In 2012, Monserrate was sentenced to two years in prison for using approximately $100,000 in funds he earmarked for a local nonprofit toward his 2006 campaign for the state Senate.
