A retirement program made some bad bets on Lehman Brothers — and is now billing city employees as much as $91 each to help cover a $19 million loss, The Post has learned.

“This shortfall has to be recouped,” states a letter sent to more than 100,00 city workers from the Deferred Compensation Plan.
