Brooklyn narcotics cops on patrol took an unexpected detour yesterday to save a man they spotted clinging to a rope of a broken scaffolding three stories high on a Crown Heights building.

Sgt. Troy Luis and Officer Steve Manucci raced up to the third floor and pulled the man through the window. His boss received two summonses for not having insurance or a city permit.
