The owner of a Chinatown beauty school was busted yesterday in an ugly scheme that defrauded the taxpayer-funded Pell Grant program of more than $4 million.

Siu Ping “Pamela” Yuen and six accomplices used phony high-school diplomas and attendance records to obtain financial-aid packages meant to help poor people attend college, according to a complaint filed in Manhattan federal court.
