A civil engineer won’t go to prison for his role in a scheme that prosecutors say compromised concrete tests for Ground Zero rebuilding, the new Yankee Stadium and other major New York City projects.

Edward Porter’s case was conditionally discharged yesterday. That means it will be closed without jail time or probation if he pays modest court costs. He also forfeited $100,000.

Porter, 75, pleaded guilty in September to conspiracy, admitting that he knew or should have known concrete strength tests hadn’t been done when he formulated concrete mixes.
