It was an epic security breach — from the beach.

A dripping-wet, naked man scaled an 8-foot-high fence topped with barbed wire at 9:30 a.m. yesterday and got within “a stone’s throw” of a storage facility housing thousands of gallons of jet fuel at JFK Airport.

A Port Authority spokeswoman insisted the man — who ID’d himself as Greg Rodriguez, 30, and was charged with trespassing and other charges — was never a threat.

But one Port Authority official asked: “If this guy was a former Navy SEAL or someone with special-ops training from another country, do you have any idea the amount of havoc and fear he could have caused?”
