The number of New York residents on the state Medicaid rolls has skyrocketed by 700,000 since 2009 — a sure sign of a stubbornly stalled economy, officials said yesterday.

The number of Medicaid patients statewide increased to a record 5 million in July of this year from 4.3 million in January 2009 — a 14 percent increase. About 3 million patients are in the city.

The surge was a troubling trend cited in an otherwise positive report issued yesterday by Gov. Cuomo’s Medicaid Redesign Team.

The report said measures enacted in the state budget are on target to save $2 billion.
