NY pays its refunds
ALBANY — The state is finally issuing income-tax refunds, after weeks of delaying payments to ensure it would have enough cash to meet its obligations.
The delays allowed New York to avoid immediately paying out about $500 million. The average state refund is $1,000 and takes three to four weeks to arrive.
Payments resumed yesterday, the start of the fiscal year.
