ALBANY — New York City isn’t obligated to pay landlord rent subsidies under a program to help homeless adults and families live independently, the state’s highest court ruled.

The Court of Appeals rejected arguments made on behalf of some 15,000 tenants that the city was contractually required to pay “Advantage New York” subsidies until leases expire.

The city could end the voluntary program, the court found.
