An NYPD cop has resigned after writing a phony ticket for an imaginary bike rider — and then, in an amazing display of chutzpah, billing the department for four hours of overtime.

Varon Shepard, 49, pleaded guilty Thursday in Manhattan Criminal Court to filing a false instrument. He was given a conditional discharge — the condition was quitting his job.

His supervisor saw Shepard inside the 17th Precinct station house until 12:45 p.m. on Feb. 25. The bicyclist’s offense was supposedly committed at 11 a.m.

No “Carlos Dejesus,” the name on the ticket, lived at the address on the summonses.
