*** This is the man police believe gunned down an aspiring rapper and his friend in Longwood earlier this month.

Elvis Sylvestry (above), 27, allegedly shot and killed 26-year-old Derrick Francis inside Francis’ Fox Street apartment building on July 1, police said.

He also critically injured Francis’ friend, 20-year-old Randolph Harrell, whom he shot in the chest.

Sylvestry – considered armed and dangerous – is a 5-foot-8 Hispanic man and weighs 160, has black curly hair, brown eyes, a mustache and a goatee.

MANHATTAN

*** Police are asking for the public’s help in identifying and locating a bandit who held up an Upper East Side bank.

The note-passing thief (above) walked into an HSBC branch on East 89th Street near Madison Avenue at 9:45 a.m. on May 5 and slipped a teller a letter demanding cash, cops said.

The bank employee forked over an undisclosed amount of cash.

The crook is a Hispanic man between 25 and 30 years old, about 6 feet tall, weighs 200 to 210 pounds and has a mustache and short black hair.

*** A man was found dead inside an East Harlem apartment building yesterday morning, cops said.

The victim, whose name was not released, was lying face-up on the floor inside an apartment in an East 119th Street building at 7 a.m., police said.

The man, between 30 and 40 years old, was bleeding from the head and pronounced dead at the scene by EMS, cops said.

The Medical Examiner’s Office is working to determine the man’s cause of death.

BROOKLYN

*** Cops are searching for a gunman who shot four men in a Canarsie housing project.

Deoin Davis (above), 25, allegedly unloaded a barrage of bullets outside the Breukelen Houses on East 105th Street at 9:30 p.m. on May 5, injuring a 17-year- old in the leg and an 18-year-old in the abdomen, police said.

Both teens were taken to Brookdale Hospital in stable condition.

Minutes later, two more teens were struck by Davis’ bullets on East 100th Street. A 19-year- old was shot on the ankle and a 16-year-old suffered gunshots wounds in his arm and shoulder, cops said.

Those victims were taken to Kings County Hospital in stable condition.

Davis is 5-foot-7 and weighs 160 pounds.

*** Authorities are trying to find a Red Hook teenager who vanished four days ago.

Jazmin Brooks (above), 16, was last seen at IS 246 on Veronica Place in East Flatbush at 12:55 p.m. Tuesday, cops said.

According to police sources, the teen may have run off with a 14-year-old male friend, who is also missing.

Brooks is 5-foot-3, weighs 135 pounds and was wearing a blue T-shirt with the word “peace” on it, blue pants, black sneakers and a gold nameplate necklace.

QUEENS

*** Police arrested one man and seized $1,800 and a pound of pot when they raided a Far Rockaway apartment, authorities said yesterday.

Kent Rowe, 53, was nabbed in his basement apartment on Beach 30th Street at 6 a.m. Thursday, police said.

Detectives got a warrant to search Rowe’s home after receiving a tip that drugs were being dealt out of the residence, cops said.

In addition to the pot and the cash, police found at least one scale and other drug paraphernalia.

Rowe, who goes by the nickname “Tall Man,” is charged with felony marijuana possession.

STATEN ISLAND

*** Twin brothers were busted for robbing an acquaintance in Port Richmond, authorities said yesterday.

Richard and David Thomas, 18, allegedly knocked the victim off his bicycle at the corner of New Street and Park Avenue at 12:30 a.m. on Thursday, law-enforcement sources said.

The duo then punched and kicked the victim, rummaged through his pockets, snatched his cellphone and tried to steal his sneakers, authorities said.

They are charged with three counts of robbery, petit larceny and criminal possession of stolen property, according to a spokesman for DA Daniel Donovan.

*** A Mariners Harbor woman was nabbed for soliciting prostitution in Arlington early yesterday, authorities said.

Michelle Lockwood, 36, was arrested after cops watched her try to pick up eight men at the corner of Richmond Terrace and Andros Avenue at 1:19 a.m., law-enforcement sources said.

In a 30-minute period, Lockwood allegedly loitered in the area, beckoned to passing traffic and tried to stop five male passers-by and three male motorists, authorities said.
