* A belligerent thug who was refused a cigarette smashed a 63-year-old man in the head with a bottle outside a West Village bar, police sources said yesterday.

Brian Smith, 39, asked the victim for a smoke outside The Monster on Grove Street near Seventh Avenue at 7 p.m. Monday, the sources said.

When the victim said no, Smith tossed a bottle at him and stalked off, cops said.

But the victim, carrying a chip on his shoulder, allegedly followed Smith and confronted him, sparking a fight.

Smith allegedly grabbed a second bottle, bashed the victim on the side of the head and ran into the Christopher Street subway station on the No. 1 line.

The victim, whose condition was not immediately known, called police and Smith was arrested on assault charges.

* A father and son were arrested after they swiped $400 at knifepoint from a Chinatown mahjong parlor, authorities said yesterday.

Shui Guo, 56, and Xin Guo, 27, allegedly barged into the parlor on Eldridge Street near Grand Street at around 12:30 a.m. Saturday.

Xin pulled a knife and Shui grabbed cash from the patrons, a court complaint said.

A witness called police and the suspects were arrested and charged with robbery, a DA spokesman said.

Brooklyn

* A Catholic Charities employee was charged with attempted murder for allegedly stabbing a co-worker at a Flatbush subway station, authorities said yesterday.

Rodwell Austin, 32, allegedly knifed the 32-year-old victim in the neck in the Newkirk Avenue station on the No. 2 line at 12:15 a.m. Tuesday.

The two had argued at work earlier, police said.

The wounded man was listed in critical but stable condition at Kings County Hospital.

As he was busted, Austin claimed he had attacked the victim in self-defense, sources said.

* A Bath Beach man was arrested for slashing his brother over computer software, authorities said yesterday.

The trouble began at 2:45 p.m. on Dec. 4 when Joseph Maloney, 27, phoned his 22-year-old brother in a growing rage and threatened to kill him if he failed to return a software disk, sources said.

The brother hung up on Maloney, who in a further fury tracked down his sibling, slashed him on the neck and fled.

Maloney eluded the grasp of the law until Tuesday, when he was busted on aggravated-harassment and assault charges.

The victim needed six stitches.

* A maintenance employee at a doctor’s office was arrested for swiping a patient’s cellphone, authorities said yesterday.

Clinton Penny, 26, was busted Tuesday on various charges, including grand larceny, in the Nov. 25 office theft at Seventh Avenue and Fifth Street in Park Slope, sources said.

The patient had absentmindedly left her phone behind that day.

She didn’t notice it was missing until the next day, and called the cell carrier to cut off service, only to learn that the phone had been electronically reactivated by someone who turned out to be Penny, cops said.

She contacted police, who tracked down the suspect this week.

Staten Island

* An inebriated motorist was busted after he rear-ended a car in Willowbrook, police said.

Francis Sweeney was behind the wheel of a red Pontiac as he drove along Woolley Avenue near North Gannon Avenue at 2 a.m. yesterday and plowed into the back of another vehicle, sources said.

Arriving cops smelled alcohol on Sweeney’s breath, the sources said.

A Breathalyzer revealed that his blood-alcohol level was more than three times the legal limit, according to court papers.

He was arrested and charged with aggravated driving while intoxicated, said a spokesman for DA Daniel Donovan.

* A drunken driver wrecked his brand new luxury car early yesterday when he smashed into a Verrazano Bridge tollbooth, police said.

Mikeil Mikaelyn, 51, was behind the wheel of a 2009 Lexus approaching the bridge at 12:30 a.m. when he plowed into a concrete barrier at the booth, sources said.

Arriving cops smelled alcohol on his breath and saw he was unsteady on his feet, the sources said.

He refused to take a Breathalyzer, the sources said.

He was arrested and charged with operating a motor vehicle while impaired, said the spokesman for DA Donovan.
