An NYPD detective was shot and wounded in a “friendly fire” incident while confronting a violent repeat offender on parole trying to carjack an Uber on the Queens expressway Friday at the tail end of a one-man crime spree, officials said.

Det. Corey Fisher — a 12-year-old police veteran assigned to the department’s Queens North Warrants Squad — was shot in his right hand and left leg shortly before 9 a.m. as three cops opened fire on the Whitestone Expressway near 22nd Road, said NYPD Commissioner Jessica Tisch. 

The accused carjacker – Kevin Dubuisson, 28, a four-time violent convicted felon – did not appear to have a firearm and was not struck by any bullets from the officers, Tisch said.

Dubuisson is suspected of trying to steal a vehicle and carjack another just minutes before attempting to commandeer the Uber, pretending a “metal object” was a gun, sources said.

Sources said Dubuisson’s rampage actually began Thursday evening, when he allegedly stole two cars and crashed one into a construction site – hours after he was arrested for jumping a subway turnstile.

The injured Fisher was rushed to Jamaica Hospital Medical Center in a police cruiser, cops said.

“Thankful these injuries are not life threatening, and we expect him to make a full recovery,” said Mayor Eric Adams. “We just visited his mom and his wife, who is expecting a child at this time, and was a relief to them that their loved one will be okay.”

Adams then turned focus on Dubuisson and the criminal justice reform laws he contended left him free to roam the streets.

Dubuisson’s lengthy rap sheet includes robberies and multiple assaults on cops, Adams said. The unrepentant recidivist was on parole after being released from prison in March on a robbery conviction – and had been nabbed as recently as Thursday for fare evasion but sprung free, Adams and sources said.

“I want to be clear, regardless of who shot our detective, there’s one person responsible for starting the chain of events that landed us in the hospital today,” Adams said. “This is a man who should have been behind bars, not on our streets.”

The shooting erupted when narcotics detectives heading back to their command after serving a warrant ran across other NYPD officers who were confronting Dubuisson on the highway, Tisch said. 

Dubuisson, for his part, had already had a busy morning allegedly terrorizing Queens, police said.

He first allegedly tried to steal a car parked at a gas station on Parsons Boulevard near 20th Avenue around 8:40 a.m. – but was foiled by gas station employees, who scared him off, according to Tisch and surveillance footage obtained by The Post. 

Two minutes later, Dubuisson tried to carjack a 32-year-old woman on Parsons Boulevard just steps away from the gas station, but he was again thwarted – this time by his would-be victim’s husband, police said.

“It was then that he encountered the Uber driver on the service road along the Whitestone expressway,” Tisch said. 

Dubuisson walked up to the Uber driver’s black Toyota Highlander, declared he was robbing it and flashed what the rideshare worker believed to be a gun, the police commissioner said.

The driver, a 52-year-old man, was assaulted by Dubuisson after he left his SUV and called 911, reporting he had been carjacked with a gun, cops and Tisch said.

The ordeal didn’t end there – Dubuisson couldn’t fully drive away because the Uber driver still had the keys, Tisch said. Dubuisson collided with another car before tackling the driver in a scramble for the keys, she said. 

Dubuisson slowly drove away, making a right turn onto 22nd Road, where cops responding to the 911 caught up to him, Tisch said.

“Detectives assigned to Queen South narcotics see the patrol officers attempting to make the apprehension and try to assist by blocking the car in,” she said.

The confrontation ended with the cops opening fire shortly before 9 a.m., although Tisch and police officials provided scant details other than it was recorded on bodycam. 

Dubuisson – who already had 10 unsealed arrests on his record and a history of mental health-related incidents – was taken into custody, according to the sources.

He was charged with robbery, assault, menacing, attempted robbery and two counts of attempted assault.

His parole is set to expire in October after he served time on attempted robbery charges from December of 2023 in Brooklyn, according to online state Department of Corrections records. 

The young but seasoned criminal was most recently busted on Thursday for evading the subway fare, but he was cut loose with a desk appearance ticket around 5:45 p.m. because he was not wanted in connection to any other crimes at the time, sources said. 

Roughly three hours after walking free, Dubuisson is suspected of hopping into a yello Toyota RAV4 that was unattended and running, with the keys in the ignition, at East 33rd Street and Second Avenue, sources said.

The RAV4 found a few blocks over with a bag containing papers that bore Dubuisson’s name, the sources said.

Dubuisson then allegedly walked into an East 36th Street parking garage, nabbed keys from a holder and stole a white Jeep Wrangler, sources said.

He apparently crashed the Jeep into a construction site at Murray Street and West Street, where cops found him and issued a summons for failing to present a document, according to sources.

Neither vehicle was reported stolen at the time. 

Dubuisson was set to appear in court on those charges on Sept. 9.

His lengthy criminal record dates back to 2016, when he allegedly punched a bus driver in the face and threw him to the ground, source said.

Other arrests include a 2016 robbery, two assaults on police officers and a 2023 robbery in Brooklyn, sources said. 

Sources said Dubuisson’s record also features four incidents in which police dealt with him as an emotionally disturbed person.

“It is unconscionable that a violent predicate felon who pled guilty to two more robberies was out on the streets to commit his crimes today,” Tisch said. “That is criminal justice reform for you.”
