New York City’s cash-strapped Off-Track Betting — which was slated to ride off into the sunset today — will stay open under a last-ditch state rescue plan.

The plan will open 600 “quick bet” kiosks in sports bars, close two-thirds of the city’s 65 OTB parlors within a year and eventually lay off half its 1,300-person staff.
