The Port Authority paid $95.5 million to lease land in Manhattan for the Hudson River tunnel project a week before Gov. Chris Christie froze it.

The PA signed a preliminary contract for the site in 2009, it told The Record newspaper of Bergen County. Breaking the deal could have brought a lawsuit and substantial losses, the PA said.
