In his first appearance as an MTA board member, former Gov. David Paterson admitted that he feels terrible about draining the agency’s funds while he was in power — which led to the worst service cuts in decades. Now, Paterson — who was appointed to the board by Gov. Cuomo — said he’ll restore some of the service that was slashed after he reappropriated the $143 million in state funds that were supposed to go to the transit agency in 2009.
