Two Bronx cops won’t be charged for using force to arrest a 19-year-old for riding his bike on a sidewalk, Police Commissioner Ray Kelly said yesterday.

Surveillance video of the incident says the unidentified officers used appropriate force to arrest Jose Cartagena Jr., 19.

“They gave him a beating all because of a bicycle,” said Cartagena’s mom, Elizabeth Velazquez.
