Two City Council members promised yesterday to introduce legislation that would block Mayor Bloomberg’s plan to hike parking-meter rates in the outer boroughs.

The mayor wants to boost the rates by 25 cents an hour to help plug the budget gap.

The council members, James Vacca (D-Bronx) and Diana Reyna (D-Brooklyn), said their legislation would prohibit raising outer-borough meter rates by more than 25 percent in five years without permission from the council.

Meter prices outside Manhattan, which has separate rates from the rest of the city, increased by 25 cents in early 2009.

The mayor’s plan represents “yet another attack on working-class motorists,” Vacca said during a rally with small-business owners.
