Community leaders, cops and elected officials yesterday gathered in Staten Island to begin hammering out a strategy for halting the bias attacks against Hispanics and gays that have been raging across the borough.

City Council Speaker Christine Quinn said police do a good job, but leaders have to figure out how to prevent such crimes.

A series of community meetings is being planned to get residents’ ideas.
