Kaufman Astoria Studios plans to build the city’s first outdoor movie studio — but federal red tape threatens to delay the $2 million project, Sen. Chuck Schumer said yesterday.

Noting that the outdoor lot will give Hollywood, “a run for its money,’’ he urged the National Park Service to approve the project right away so that construction can begin and it can open by the summer of 2013.
