WASHINGTON — Rep. Charles Rangel is a sure-shot for re-election next month, but his campaign is steeped in red ink.
Rangel, running for his 23rd term, has the dubious distinction of being the only House member with a negative campaign balance, according Federal Election Commission records examined by The Post.
The campaign is $24,000 in the red. Rangel’s also racked up nearly $136,000 in debt.
