CLEARWATER BEACH, Fla. — Rudy Giuliani gave a stump speech for Mitt Romney — but not at the GOP convention.

Instead, he played the pit bull surrogate by attacking President Obama at the New York delegates’ breakfast session.

“We’re going to send him somewhere to do something else — teach at Harvard,” he said to applause.

“Mr. Hope and Change. Barack Obama has been a complete, absolute failure,” he said.

On local politics, he stressed the importance of retaining GOP control of the state senate.

And while bashing Obama, he had kind words for Democratic Gov. Cuomo.

“Gov. Cuomo has proven to be somebody we can work with,” the ex-mayor said.

Guiliani said Obama’s economic policies flopped and he’s been “weak” on national security – with the exception of killing Osama bin Laden.

He said the Romney-Paul Ryan ticket’s platform of less government and lower taxes is a “winning message.”

Guiliani, who ran for president four years ago and had prominent speaking roles at the 2008 and 2004 conventions, was not on the podium in 2012.

But “America’s Mayor” said he’s been busy promoting the GOP ticket on the airwaves.

“I’ve spoken at many conventions. I’ve done 45 interviews. I’m hoarse,” he said.
