A federal appeals court yesterday reversed a judge’s order compelling New York state to provide apartments and small homes to thousands of mentally ill people.
The decision by the 2nd US Circuit Court of Appeals came in a case likely to affect other states.
The ruling tosses a 2010 order by a judge in Brooklyn for the state to create 1,500 housing units in New York City over a three-year period.
