A 15-year-old Staten Island boy drowned yesterday just steps from his home.

Vaughan Mitchell was with two pals near the Kill Van Kull on the north shore at around 5 p.m. when he jumped into the water, cops said.

The friends, a boy and a girl, ran in a panic, calling for help.

“I saw the other two kids holding Vaughn’s clothes,” said Mark Melendez. “They looked like they were in shock.”

NYPD and FDNY rescue crews found Vaughan an hour later.

His mom, Keesha Tart, said he didn’t know how to swim, and insisted, “He’s not going in the water on his own.”
