The city wants to install a livery stand at the St. George Terminal of the Staten Island Ferry in a bid to boot illegal hacks who troll for passengers there.

Officials said high demand for cabs at the terminal attracts unauthorized drivers. With the new stand, liveries would wait at peak times, and there’d be 24-hour phone service.
