The Assembly released its own state budget proposal Tuesday, minus the sweeping ethics reforms demanded by Gov. Andrew Cuomo.
“We haven’t come to a final position on ethics,” Speaker Carl Heastie said at an Albany press conference.
He added that there are “ongoing discussions” with Cuomo which Heastie was “confident” would lead to a deal on an ethics package.
Cuomo is pushing a series of tougher ethics rules and has put the Legislature on the spot by embedding them into his state budget plan. To accept Cuomo’s $142 billion budget, lawmakers would have to accept the ethics changes.
The Assembly’s $151 billion spending proposal would rein in contributions from limited-liability companies and restrict the use of campaign funds for personal bills, but would not require disclosure of outside income.
