ALBANY — A congressional panel — fresh from discovering that New York’s centers for the developmentally disabled cost Medicaid about $1.9 million a year per patient — is calling for an end to federal overpayments that have totaled $15 billion since 1990.

And New York officials, while disputing the numbers, agree that it’s time to change the decades-old reimbursement rates.
