More than 200 street vendors flooded lower Manhattan Tuesday, demanding that the city issue more permits to sell their wares so they don’t have to shell out up to $25,000 on the black market.

The city sells permits for $200. But the number for food trucks and carts hasn’t changed for three decades and, according to city ­officials, now hovers at 5,100.

Permits to sell merchandise such as handbags and T-shirts ­total 2,532, and the limited supply has forced desperate entrepreneurs to pay exorbitant prices to get one through unofficial means.

Sean Basinski, director of the Street Vendor Project, said the city has been promising to act for more than a year. “We’re just waiting,” he said.
