A city education panel signed off Wednesday night on a proposal allowing the charter Success Academy to add middle-school grades to the JHS 145 building in The Bronx.

The measure passed 7-5.

Some panel members questioned why the city wanted to take space from a struggling school the mayor has targeted for improvement, but Chancellor Carmen Fariña said the co-location was necessary.
