ALBANY — Gov. Cuomo is planning a “taxi summit” next week, getting the warring factions together in an effort to expand street-hail cab service to the outer boroughs.

Senior administration officials are to sit down midweek at the governor’s Manhattan office with representatives from the livery-car industry, yellow-cab owners, disability advocates, borough politicians and the Mayor’s Office for what Cuomo aides say will be their first face-to-face.

A bill passed by the state Legislature this year will create 30,000 licenses that would let livery cabs pick up street fares in the outer boroughs and upper Manhattan.

Taxi-medallion owners strongly oppose the plan, fearing a devalued investment, and disability advocates want the new cabs to be more accessible.

Lawmakers still have not sent Cuomo the bill, which Mayor Bloomberg has vocally supported.
