Pals of the stabbed ex-con who was behind the wheel of a speeding SUV that fatally struck a 13-year-old Brooklyn girl blamed the city yesterday for her death — saying tree limbs left in the road caused the crash.

“The only reason the car flipped over is because of the debris left in the street,” said a friend of driver Sean Lewis, who also died in the accident Saturday.
