In the footage, five officers cautiously approach Hector Meneses’ 2008 Chrysler Aspen. One of the cops reaches into the driver’s window and appears to blast the 52-year-old with pepper spray.

They then open the car door and drag Meneses to the ground to make the arrest.

Hours earlier, Meneses had thrown a phony bomb into a cop car in the middle of Times Square, officials said. Police finally caught up with him around 1 a.m. Thursday, but he told authorities from inside his car that he was suicidal and strapped with explosives.

Officers finally arrested him around 7:45 a.m. and searched his vehicle, finding only a cooking pot with a cover and wires, along with 19 LED lights.
