After months of delays, the de Blasio administration Monday finally released its new scorecard for the city’s 643 homeless shelters, showing 21,401 violations outstanding at the end of last year.
And that was an improvement.
At the end of November, there were 21,872 open violations, said the report, which was supposed to have been released last May.
