City Councilman James Vacca has replaced indicted Councilman Larry Seabrook as the Bronx negotiator on the body’s Budget Negotiating Team, which is meeting this morning to begin parsing through the Fiscal Year 2011 budget, The Post has learned.

The Bronx delegation voted for Vacca after Seabrook, also a Democrat stepped down, following his 13-count indictment last month accusing him of steering public funds intended for non-profits into his own pocket.
