Gov. Andrew Cuomo will deliver the annual State of the State address Wednesday afternoon in Albany, laying out his vision for New York in 2020.
Among the key issues to watch are any proposed tweaks to the state’s brand new criminal justice reforms — which Cuomo has already admitted need “changes” following a rough start — and a $6 billion budget deficit, the largest Cuomo’s faced since taking office.
But Cuomo has already provided a sneak peek at some of the dozens of issues on his agenda, teasing several proposals in the weeks leading up to the speech.
The proposals already unveiled include:
- A three-year ban from public transit for incorrigible sex offenders who repeatedly violate riders.
- A massive expansion of Penn Station, including a possible takeover of Madison Square Garden’s Hulu Theater.
- The elimination of the so-called “pink tax,” the higher prices that some companies charge for women’s products relative to similar men’s merchandise.
- A clarification of the state’s rape laws, to better protect women who are attacked while intoxicated.
- The resurrection of a plan to link the city to upstate New York via a high-speed railway— an idea that first fizzled under his father, Gov. Mario Cuomo.
- Laws compelling convicted sex offenders to disclose their presences on social media, dating and gaming platforms.
- A crackdown on predatory debt collectors by requiring that they be licensed by the state Department of Financial Services.
- A law banning out-of-staters convicted of serious misdemeanors from obtaining New York gun licenses.
- A state ban on styrofoam food containers and packing peanuts.
- A crackdown that would effectively ban stores caught peddling untaxed cigarettes from selling smokes.
