“I don’t have the answers to those questions,” said John Blasco, a spokesman for City Council member Rosie Mendez (D-Manhattan).

Three Kings Day ceremonies that fall after Christmas also employ camels, but those are religious events. Radio City’s show is not.

Tom Albert, a vice president of government relations at Feld Entertainment, Ringling Bros.’ parent, testified at a Council hearing Thursday that the exemption is proof the bill discriminates against circuses.
