WASHINGTON — President Obama yesterday stepped up his charm offensive by lunching with GOP budget honcho Rep. Paul Ryan, but Capitol Hill Republicans dismissed it as more campaign-style “optics” from the White House.

“Obama spent the last four years on nothing but optics. Why isn’t this just a continuation of that?” a senior GOP aide said of Obama’s sudden move to wine and dine his rivals.
