WASHINGTON — President Obama yesterday announced a new initiative to fast-track federal approval of infrastructure projects, including the replacement of the Tappan Zee Bridge in New York.

“Sometimes it takes too long to get projects off the ground,” Obama said at Ellicott Dredges, a dredging manufacturer in Baltimore, where he announced his order for federal agencies to cut approval times in half for major projects.
