WASHINGTON — President Obama, who will be attending a gay and lesbian fund-raiser for Democrats in New York Tuesday, leaked word on its eve of a new anti-bias order he’s drafting — to bar discrimination by federal contractors on the basis of sexual orientation or gender identity.

“Millions of Americans . . . go to work every day knowing they could lose their jobs simply because of who they are or who they love,” said a White House official.

The plan is expected to win cheers for Obama at the Leadership Council Gala, which raises cash for the Democratic National Committee, at Midtown’s Gotham Hall.
