WASHINGTON — Senate Republicans yesterday blocked President Obama’s controversial nomination of New York lawyer Catlin Halligan to the federal bench.

It was the second time that Halligan, general counsel for the Manhattan District Attorney’s Office, was blocked from a seat on the influential US Court of Appeals in DC and likely ended Obama’s three-year push for her.
