Homeland Security Secretary Kristi Noem tore into Eric Adams on Monday over the shooting of an off-duty Customs and Border Protection officer – as the mayor shot back that it’s ultimately Andrew Cuomo’s fault the illegal immigrant suspects were roaming free.

Christhian Aybar-Berroa, 22, was taken into custody following the arrest of Miguel Francisco Mora Nunez, 21, both Dominican Republican nationals with rap sheets in New York, after they allegedly ambushed the agent and his female companion in Fort Washington Park late Saturday, Noem said.

“There’s absolutely zero reason that someone who is scum of the earth like this should be running loose on the streets of New York City,” Noem told reporters from Harlem Hospital, where she and President Trump’s border czar Tom Homan said they met with the wounded 42-year-old agent’s family.

The DHS secretary then wrongly blamed Adams for sanctuary city policies she said led to the shooting.

“Make no mistake, this officer is in the hospital today, fighting for his life, because of the policies of the mayor of the city and the City Council and the people that were in charge of keeping the public safe refused to do so,” she said. “When I look at what Mayor Adams has done to New York City, it breaks my heart to see the families that have suffered because of his policies.”

The criticism appeared to blindside Adams, who has repeatedly insisted he’d like to loosen certain sanctuary city policies that prevent the NYPD from cooperating with federal immigration authorities in criminal cases – but the City Council won’t play ball.

Adams, speaking at an unrelated event, said he didn’t set up the sanctuary system.

“I just carry out the rules,” he said, noting the policies are in place so immigrants in the US illegally aren’t afraid they could be deported if they bring their children to the hospital or contact police to report crimes.

Hizzoner argued the “revolving door criminal justice system” let the two suspects in Saturday night’s shooting slip from behind bars time and again – and particularly pinned blame on 2019’s bail reforms signed into law by Cuomo, then the governor and now Adams’ rival in the November mayoral race.

“You know how outraged I am because of Andrew’s bail reform laws on how we have this revolving door criminal justice system,” Adams said.

“I am extremely angry that we have a custom border patrol officer that is in the hospital because a person that should have not been on our street was on our street.”

Mora Nunez and Aybar-Berroa were each previously arrested about a handful of times by the NYPD, but turned loose because their offenses weren’t bail eligible under the Albany reforms, sources have said.

And neither of the suspects – who both allegedly illegally entered the US – were turned over to ICE after their arrests because New York City’s sanctuary laws prevent the NYPD from cooperating with federal immigration authorities on civil enforcement.

Homan, who has had a largely chummy relationship with Adams, promised to send federal immigration agents pouring into the Big Apple after the attack on the off-duty CBP agent.

“We’re going to flood the zone,” he said.

“Sanctuary cities get exactly what they don’t want – more agents in their community.”

The back-and-forth illustrates the tightrope Adams has tried to walk as he politically moves closer to Trump, while trying to stay mayor of a city consisting of nearly 40% immigrants.

Adams, who can’t unilaterally change sanctuary city laws, had his right-hand deputy mayor Randy Mastro in April issue an executive order to reopen the ICE office on Rikers Island.

But a judge temporarily blocked it after the City Council sued.

The mayor has also said he’s open to working with ICE to deport migrants who have been charged with crimes, before they are convicted, although he has drawn the line at law-abiding undocumented immigrants.

He reaffirmed those sentiments Monday, along with his attacks on bail reform.

“I’m very clear, always have been clear – stop the revolving door system. Go after the dangerous migrants and asylum seekers who are here. And allow hardworking people who are in this city to go on with their lives as they go through the process,” he said.

A spokesperson for the City Council responded to the shooting by expressing hope for the CPB officer’s speedy recovery.

“Violence in all forms is unacceptable and demands accountability,” the spokesperson said in a statement. “It is unfortunate yet unsurprising that the Trump administration is misusing this disturbing incident for its political agenda to further undermine the Constitution and endanger New Yorkers.”

The federal agent, who hasn’t been identified publicly, underwent surgery Sunday and Homan said he was heavily sedated Monday morning.

Noem also vowed to flood the Big Apple and other sanctuary cities with federal agents to crack down on illegal migrants in the wake of the ordeal.

“What we’ll do in a city like this, we’ll double down. We’ll put more agents here. We’ll put more personnel here,” Noem said.

“We’ll give them more equipment, more training for situations where they may have to go into a dangerous neighborhood where local law enforcement won’t be there to have their backs.”
