Donald Trump reiterated his belief on Friday that torture works in the war on terror — but said he would defer to Secretary of Defense James Mattis, who insists that it doesn’t and is illegal to boot.

Mattis doesn’t believe that waterboarding, which simulates drowning and which Trump has voiced support for resuming, is an effective tool for obtaining information.

Trump said, “I don’t necessarily agree,” during a White House press conference with UK Prime Minister Theresa May.

But Mattis, he added, “will override, because I’m giving him that power.”
