Donald Trump said Wednesday that if legislation is passed restricting or banning abortion, women who break the law should be punished, but then later revised that claim.

“The answer is that there has to be some form of punishment,” Trump initially said during an MSNBC town hall in Wisconsin, while repeatedly describing himself as “pro-life.”

“You have to ban it” he said, even though that could mean “you’ll go back to a position like they had where people will, perhaps, go to illegal places.”

Trump later issued a statement, clarifying that people performing illegal abortions should be the ones held accountable, not the women having them.

“If Congress were to pass legislation making abortion illegal and the federal courts upheld this legislation . . . the doctor or any other person performing this illegal act upon a woman would be held legally responsible, not the woman,” the statement said.

But Trump’s principal Republican rival pounced on the earlier remarks.

A spokesman for Ted Cruz tweeted that Trump did not understand the position of abortion opponents.
