President Trump announced Monday that he is dispatching “border czar” Tom Homan to Minnesota following a second deadly immigration enforcement-involved shooting this month, sidelining Homeland Security Secretary Kristi Noem.

“[Homan] has not been involved in that area, but knows and likes many of the people there,” Trump wrote on Truth Social. “Tom is tough but fair, and will report directly to me.”

Trump’s tapping of Homan comes amid reports of tensions between the border czar and Noem, the former South Dakota governor.

Homan and Immigration and Customs Enforcement (ICE) Director Todd Lyons have pressed for the administration to put more of an emphasis on detaining illegal immigrants with final deportation orders and a criminal history, Fox News reported in October.

Noem, her top adviser Corey Lewandowski, and Border Patrol Commander-at-large Greg Bovino, on the other hand, have pushed for a more aggressive strategy of targeting everyone in the US illegally and maximizing the number of deportations. 

Noem publicly welcomed Trump’s decision to send Homan to Minnesota, writing on X: “This is good news for peace, safety, and accountability in Minneapolis.

I have worked closely with Tom over the last year and he has been a major asset to our team— his experience and insight will help us in our wide-scale fraud investigations.”

Despite the outward support, one source close to DHS told The Post that Trump turning to Homan was “a bad sign for Noem,” though an administration official claimed that Noem is unlikely to lose her job, however unhappy the president may be with her.

“A Super Bowl team isn’t going to start making trades at this point just because of a few injuries,” this official described the situation.

In the aftermath of Saturday’s killing of 37-year-old ICU nurse Alex Pretti by Border Patrol officers, Noem claimed that the victim had “attacked” officers and was “brandishing” a gun — both claims contradicted by footage of the shooting.

“This looks like a situation where an individual arrived at the scene to inflict maximum damage on individuals and to kill law enforcement,” Noem added at a news conference hours after Pretti’s death.

Saturday’s shooting took place 17 days after the killing of Renee Good, also 37, after she accelerated her vehicle in the direction of an ICE officer in Minneapolis, an act Noem described as “domestic terrorism,” — which led to some observers accusing her of inflaming a tense situation.

A White House official insisted that Noem still has “the full trust and confidence of the President.”

“Tom Homan is uniquely positioned to drop everything and focus solely on Minnesota to solve the problems that have been created by a lack of cooperation from state and local officials,” the official said.

During his time in Minnesota, Homan will manage ICE operations on the ground and help “continue arresting the worst of the worst criminal illegal aliens,” while also coordinating with “those leading investigations into the massive, widespread fraud,” according to White House press secretary Karoline Leavitt.

Vice President JD Vance visited Minnesota this past Friday, hours before Pretti’s killing, and met with state Attorney General Keith Ellison, but not Mayor Jacob Frey or Gov. Tim Walz.

Homan has been publicly insisting that Minnesota give the feds better access to its jails to deport illegal immigrants in custody.

In addition to dispatching Homan to Minnesota, Trump reiterated that there is an ongoing investigation into the massive welfare fraud scandal roiling the state.

“Separately, a major investigation is going on with respect to the massive 20 Billion Dollar, Plus, Welfare Fraud that has taken place in Minnesota, and is at least partially responsible for the violent, organized protests going on in the streets.

Last month, then-Assistant US Attorney Joe Thompson estimated that half — $9 billion — worth of the $18 billion in Medicaid funds spent on 14 state programs since 2018 had been affected by fraud. Walz has disputed that figure.

Revelations about the welfare fraud scandal were the impetus for Operation Metro Surge, in which the Trump administration has marshaled some 3,000 ICE and Border Patrol personnel to the Twin Cities since last month.

Exact figures aren’t available because House financial disclosures only give ranges. 

Omar’s surge in wealth was driven by the value of her husband Tim Wynett’s firm, Rose Lake Capital, jumping from near zero in 2023 to between $5 million and $25 million. 

Additionally, Wynett’s winery business, which has faced fraud accusations, attained between $1 million and $5 million in value in 2024.
